Target: to initiate sub-regional dialogue on practical matters
Sub-regional
co-operation means applying the working methods of the Stability Pact to a clearly
defined sub-regional area, in this case Albania, Kosovo, Macedonia, Montenegro
and Serbia, where volatility still prevails and cross border problems such as
crime or lack of electricity are everyday concerns. It has a practical goal: to
create win-win situations among neighbours by cooperating in domains of mutual
concern.
The process was initiated in August 2002 with a meeting between
UNMIK Head Michael Steiner, High Representative in Bosnia-Herzegovina Paddy Ashdown,
EU Special Representative to Skopje Alain Le Roy and SC Erhard Busek. Practical
and pragmatic solutions on issues such as trade, energy and border management
are being explored to solve cross border problems. The next phase is to enhance
the involvement of the governments of the region in this process. top
