Working Table I : Democratisation and Human Rights

Working Table I covers perhaps the most complex area in the Stability Pact in which results can be achieved only through long-term processes and a strong involvement of the civil society. In the activities of this Working Table a substantial NGO input can make a difference on the ground.

"Teaching History: the path towards reconciliation in South-Eastern Europe", Brussels - 3 May 2007.   Under the framework of the core objective Fostering and Building Human Capital - WTI, the Stability Pact continues its active engagement in support of the promotion, translation and publishing of the Joint History Workbooks of the CDRSEE. After the publishing and distribution of the English, Serbian and Greek version of the workbooks, the Albanian version of the books is due to be published by mid 2007. The Stability Pact will continue to support the CDRSEE in its efforts to produce the language version of the books covering other SEE states. The Stability Pact is planning to organise a series of events dedicated to awareness raising about the need to fulfill one of its broader objectives - reform of history teaching in SEE. This effort builds upon the the Presidency conclusions of the European Council of 19 and 20 June 2003 endorsed the Council conclusion of 16 June on the Western Balkans including the "Thessaloniki Agenda for the Western Balkans: Moving Towards European Integration". The Thessaloniki Agenda unambiguously states, "[t]he EU also invites the countries of the region to take concrete initiatives with the objective of revising history textbooks." Furthermore, the Heads of State and Government of SEECP on their own behalf, recognized the need to engage in the modernisation of the history curricula and consequently in the final declaration of the sixth meeting of the SEECP held in Belgrade 9th April 2003 committed themselves to "put additional effort" in several fields crucial for the faster alignment of the region with the European standards and conditions, among which, "review of the history text books" is explicitly mentioned. Apart from its support to the CDRSEE, SP is seeking to include a wide number of actors to jointly engage in the initiative of history teaching reform in SEE. In this way, on 3 May 2007, in cooperation with the European Policy Center and King Baudouin Foundation in Brussels, the Stability Pact is organising a policy dialogue on the topic of "Teaching History: the path towards reconciliation in South-Eastern Europe".

One of the most comprehensive databases on scholarships and grant opportunities for students in South Eastern Europe is launched on the 15 February 2007 by the Stability Pact for South Eastern Europe as part of its priority work in the area of Building and Fostering Human Capital.

Thessaloniki: The Local Democracy and Cross Border Co-operation Task Force (LODE/CBC TF) of Working Table I of the Stability Pact for South Eastern Europe handed-over its mandate to the Stability Pact's Office in Thessaloniki (SPOT) on 8 December 2006The LODE/CBC was a core objective of the Stability Pact until the Belgrade Regional Table (30 May 2006) and the political decision to hand-over the TF was made at the Bucharest Regional Table (15 November 2006). From now on, SPOT will be in charge of the Cross Border Co-operation component of the LODE/CBC TF, while the Council of Europe will take care of the Local Democracy component. On 8 December, after the official hand-over ceremony, SPOT held its first CBC TF meeting. The government of the Hellenic Republic confirmed its commitment to cover the expenses of the activities of the SPOT-led CBC TF for 2007. On this occasion, TF members concluded that there is a need for continued political support to the CBC TF on a needs basis from the Stability Pact and its successor, the Regional Cooperation Council. The meeting was marked by high attendance and active participation, both on the side of the SP donors and SEE government representatives, as well as the representatives of the civil society organizations active in the field of cross border co-operation.

In the framework of the SEE Women MP Exchange Project, women MPs and representatives from civil society of ten SEE countries gathered together to discuss “ Gender aspects of human security” at the third Regional Parliamentary Workshop held in Zagreb on 20 November 2006. [Link: more information]
