WT 1: Media Austrian Broadcasting Corporation (ORF) Radio Neighbour in Need - Media Partnership Europe The project seeks to establish more media partnerships with radio stations in the region, arrange different training activities (on-the-job training) and make the exchange of radio programs possible using their regional radio network.

The Austrian Broadcasting Corporation has been engaged in similar activities to the above-mentioned ones in the past couple of years. They have established media partnerships between Vienna, Prague, Trieste and Sarajevo. They have established a professional relationship with Radio 101 in Zagreb and the Belgrade based B92. They have been funded by OSCE, the Austrian Government, the City of Vienna and the EU.

Center for Media Partnership in South East Europe Proposed Media Partnership is the extension of Open Society Institute/Slovenia's media activities in Slovenia in the past 3 years. The Center, a not-for-profit NGO located in Ljubljana, Slovenia, will organise and perform programs of professional collaboration, exchange, workshops and training for journalists and other media professionals, experts, academics and students from SEE. On training it will cooperate with the Center for Education of Journalists in Opatija, Croatia. WT 1: Media Government of Hungary Supporting Independent Media in FRY as Part of the Szeged Process The first part of the proposal envisions a media conference to be held prior to the second Szeged Conference in March 2000. The goal of the conference is to inform participants of the goals of the Media Charter drafted by the Ministry of Foreign Affairs of UK and draw up an action plan for the implementation of these goals.

The second part of the project proposes concrete assistance to improve the working conditions of independent Serb media using international and Hungarian resources, including the "Chance for Stability" Public Foundation.

ANEM which comprises 28 radio and 20 television stations was established in 1997 in the Federal Republic of Yugoslavia and has demonstrated that by joint programmes it can compete with the influence of the state radio and television network. It proposes a daily exchange and distribution of television radio programmes. In Kosovo UNESCO is proposing the creation of an independent newspaper distribution system. At present independent print media are distributing their publications through a large variety of inadequate methods. Problems are high costs, inadequate resources and unfair trade practices. Goals of the meeting(s) are to
-- follow and evaluate the Stability Pact process in the framework of the three Working Tables;
-- obtain wide parliamentary support for the goals of the Pact, and
-- introduce a parliamentary dimension into the political process of the Stability Pact.

Alternative to a one-time conference for Speakers of Parliaments would be an annual meeting rotating between countries of the region for parliamentary delegations.

WT 1: Parliamentary Exchange Government of Romania Legislatures and Citizens This three-year project is geared towards developing a true working relationship between national parliaments and NGOs in seven countries of the region.

The project has two components: civic participation in drafting legislation, and public debate on the resulting legislation.

There will be two regional conferences to facilitate information exchanges and to discuss EU legislative processes and regulations.

The project will support an ongoing, regional parliamentary/civil society visitors program. These visitor exchanges will give participants an insider's perspective of national parliaments.

WT 2: Regional Infrastructure Ireland Rehabilitation of Factory The project involves the rehabilitation of a clothing factory in Gornji Vakuf. The town was the centre of textile industry beofre the war. The factory already has contracts with sales points for its production , but has a potential to reach a larger market if rehabilitated. Fifty percent of the new staff for the factory will come from the Bosniac community and another fifty percent from the Bosnian Croat community. The factory will also serve as a training facility for another factory. A subsidiary aim of the project is to help encourage returns to the area, particularly from the Croat minority. WT 3: Anti-Crime and Corruption SECI Programs on Border Crossing Facilitation The Program is aimed at facilitating border crossing, overcoming related operational difficulties, and combating cross-border organised crime and corruption.

WT 3: Anti-Crime and Corruption OSCE (ODIHR) Task Force on Trafficking in Human Beings In the context of its Regional Strategy for Southeast Europe, the OSCE proposes the establishment of a Task Force on Trafficking under the auspices of the Organised Crime Policing Forum and Table III of the Stability Pact (security). The proposed task force would be modelled after the Baltic Sea Task Force on Crime and would focus its efforts on breaking up the organised crime rings involved in trafficking, particularly those those "at the top". The Task Force would in particular draw on the resources of the field missions of international organisations present in the region.

WT 3: Anti-Crime and Corruption OSCE (ODIHR) Embassy Roundtables to Enhance Cooperation Against Trafficking in Humans In an effort to ehance cooperation between destination and origin countries and improve assistance to victims at the embassy level, roundtables would be organised in two or three key destination countries, involving embassy officials of the countries of origin as well as NGOs and officials from the destination countries. The roundtables would aim to raise awareness of all parties regarding the problem of trafficking; to identify best practices as well as obstacles to more effective cooperation and assistance; to encourage embassy participants to share information and develop more effective strategies to assist nationals who become victims of trafficking, and; to provide a forum in which the participants can explore ways to cooperate more fully on the issue. WT 3: Anti-Crime and Corruption European Commission/Council of Europe Octopus II Programme Against Corruption and Organised Crime The objective of Octopus Programme II is to strengthen capacities, policies and cooperation (national and international) in controlling corruption and organised crime. Octopus II will help candidates for membership into the EU adopt the legislation, standards and practices of the EU that are of relevance in the fight against organised crime and corruption.
The programme will in part consist of a series of eight seminars that will ideally take place in the programme countires. During the seminars , a set of recommendations will be drafted by and for each of the programme countries. It will also invlove the participation of experts in study visits. The regional center would provide specialized training to police staff in subject areas that are of importance in the region, such as for example the prevention of organized crime, illicit drug trafficking, fraud, trafficking in human beings, corruption, money laundering and terrorism. The Center would also play an important role in securing coordination and cooperation between the police forces in the SEE region.
