Initiative for Social Cohesion - Social Dialogue

In cooperation with the ILO, the European Trade Union Confederation and the International Employers’ Organization, the ISC work in this sector includes:

  • Working with regional labour ministries, trade unions and employers’ organisations on raising awareness of the importance of social partners’ institutional development and capacity building.
  • Advocating the imperative of dialogue amongst social partners and Ministries of Labour to ensure sustainable economic reforms.
  • Reinforcing the existing platform for networking and regional co-operation, especially in the areas of labour laws and labour administration.
  • Strengthening the relations with the EU Parliament and the European Commission with a view to gather political support and benefit from valuable technical expertise.
  • Developing closer ties with social partners of EU Member States and other European countries.
  • Developing synergies with the other ISC activities and the other Stability Pact   Initiatives: social dialogue development remains the overarching issue with respect to the various sectoral activities of the initiative. Reforms in the social sector call for a fair involvement of structured and efficient social partners if they are to be successfully implemented. Synergies with other areas of the WT II, such as the Business Advisory Council, Trade and Investment Compact are however more obvious as trade and investment promotion require a professional labour force. Also in the field of Infrastructure and Energy a dialogue with social partners has been beneficial to the ongoing restructuring process. The fight against corruption and organized crime, as well as closer liaising with the Stability Pact Anti-Corruption Initiative is also important for this sector, since one of the priorities of the social partners remains the fight against the grey economy.
