SCSP,
CoE and the Government of Croatia are co-organising a South-Eastern
Europe Regional Ministerial Conference on "Effective Democratic
Governance at Local and Regional Level", in Zagreb, 25-26
October 2004. The aim of the conference is to encourage the development
of effective and democratic local government in the region. The
outcome should be legislative improvements, closer dialogue between
central and local government, stronger leadership and strategic
management in local authorities, greater citizen participation
and better local public services. A Declaration by all participants
and an MoU by the Ministers of SP beneficiary countries are expected
