Annotated Agenda
10:00-10:20
- The meeting will be formally opened by the Special Co-ordinator.
Subsequently, the EU Presidency will address the Table.
- The Special Co-ordinator does not anticipate general statements.
Interventions by delegations will be reserved to the various
agenda items.
10:20-10:30
- Participation/facilitation in the Stability Pact
The Special Co-ordinator will ask the Table to confirm consensus
reached concerning the acceptance of Moldova as participant,
and the CoE Development Bank as facilitator, in the Stability
Pact. Subsequently, the President of Moldova would address
the Table. After that, the CoE Development Bank would take
the floor.
10:30-10:45
- Chairmanship of Working Tables
Bodo Hombach will thank outgoing Chairman of WT I, Panagiotis
Roumeliotis. He will then invite the Table to confirm consensus
reached regarding the nomination of Alexander Rondos as Chairman
of WT I. Subsequently, the Special Co-ordinator will express
his thanks for the work of Thierry Le Roy as Chairman of the
sub-table on Justice and Home Affairs. The sub-table, at its
last meeting, invited the EU to nominate the new Chair. The
Swedish EU presidency has meanwhile proposed Per Sjögren as
new Chairman. The Special Co-ordinator will invite participants
to confirm this nomination.
10:45-11:15
- Report from the meetings of 27 June 2001 (trade, refugee matters,
SEE Regional Meeting)
The Table will hear a report from Chairman of Working Table
II, Fabrizio Saccomanni, on the “Memorandum of Understanding”
on intra-regional trade liberalisation signed at the Ministerial
Meeting on 27 June. Concerning refugee issues, Chairman of
the Steering Group of the Regional Return Initiative Hans
Koschnick will inform participants about the “Agenda for Regional
Action” that will have been launched the preceding day. Subsequently,
Stability Pact Regional Envoy Mihai Razvan Ungureanu will
present the conclusions of the traditional pre-meeting of
countries in the region and neighbouring countries. Delegations
will be asked to include comments on this agenda item in their
statements in the following session.
11:15-13:00
- Special Co-ordinator’s proposal on strategic priorities of
the Stability Pact
The Special Co-ordinator will introduce the document “Strategic
framework and key priorities” of the Stability Pact. The revised
text will be circulated in advance. The Chairmen of the Working
Tables will elaborate on priorities mentioned in the document.
The floor will be open to delegations for final comments after
which the Regional Table will be invited formally to adopt
the document.

14:30-16:00
- Stability Pact options for enhanced conflict prevention in
the light of recent destabilising developments in SEE
Participants have been invited to present their views on
this topic to the Special Co-ordinator prior to this Regional
Table meeting. The Special Co-ordinator has circulated a food
for thought paper as a basis for discussion. Delegations will
be invited to comment on this item.
16:00-17:15
- Regional Conference in Bucharest
The Special Co-ordinator, together with the World Bank and
the European Commission as lead agencies for the donors coordination
process, will introduce the concept of the Regional Conference
to the Table. The organisers of the Regional Conference, World
Bank and European Commission, will report on upcoming preparations
of this event. Participants will be invited to comment at
the end of these interventions.
