The Regional Co-operation Council Secretariat, the main operative body of the Regional Co-operation Council, based in Sarajevo, is now operative and running, following months of intense preparations.
On 27 February 2008, in Sofia, the Stability Pact handed over its mandate to the Regional Co-operation Council, a fully regionally owned and led framework, that will from now on oversee regional co-operation networks and processes in South Eastern Europe and support the region’s Euro-Atlantic integration.
The Secretariat, led by Secretary General Hido Biščević, will increasingly take over responsibility from the current Secretariat of the Stability Pact in Brussels. An overlap period is envisaged until the end of June 2008 to ensure a thorough handover, with the Stability Pact closing its doors on 30 June 2008.
According to the RCC Statute, the Secretariat provides technical, organisational and analytical support to both the RCC and the South Eastern European Co-operative Process (SEECP) and also works as a co-ordination framework and information focal point for regional cooperation activities in SEE. The RCC Secretariat will have a lean Liaison Office in Brussels, to maintain daily contacts with Euro-Atlantic institutions.
Selection of staff for both the RCC Secretariat and the Liaison Office in Brussels, based on competitive criteria, is nearing completion.
