Erhard Busek hailed the new accord between Belgrade and Podgorica as a landmark agreement. "It takes out a lot of the uncertainty, which has loomed over Serbia and Montenegro over their political and constitutional future for quite some time now. This development is most welcome, as it is an example for a negotiated and peaceful settlement of a dispute. It sends yet another signal of added stability to the region."
The Federal Republic of Yugoslavia and Montenegro hitherto have both been participating in the various activities of the Stability Pact. Busek pointed out that the Stability Pact’s doors stand wide open for an even increased participation, now that a new chapter has been opened. The Pact will continue to accommodate both entities within its framework in a pragmatic way, taking into account some changes which might occur as a consequence of the agreement.
