| Statement by Mr Bodo Hombach, Special Co-ordinator of the Stability Pact for Southeast Europe on the local elections in Albania |
I congratulate the people of Albania on the successful municipal elections that took place on Sunday, October 1. These elections represent tangible progress by Albania in meeting the challenges of moving forward toward a more integrated Europe. They also represent a fundamental commitment by the people and the political leadership of Albania to democratic principles and behaviour. In view of the positive assessment from the OSCE Presence in Albania, affirming the democratic legitimacy of the electoral process, I urge all political forces to respect the results. A core precept of the Stability Pact for Southeast Europe is the enhancement of democratic accountability by governments at the national and local levels. Through their peaceful and enthusiastic participation, the Albanian people have signalled their desire for full membership in the democratic mainstream. This in turn lays the groundwork for Albania at the dawn of the 21st Century to better work with its neighbours in confronting regional challenges. While the conduct of the elections amply demonstrates that Albania is prepared to take real and credible strides toward institutionalising democratic practices and behaviour, the elections also convey an important degree of legitimacy and accountability on local authorities. This will allow those authorities, which are closest to the electorate and providing the bulk of government services, to become agents for progress and advancement. This local empowerment is crucial if democracy is to become firmly embedded. As Special Co-ordinator for the Stability Pact, I remain committed to building on the partnership we have established with Albania and I look forward to additional opportunities to foster the conditions and help provide the tools for Albania to develop successfully within the Euro-Atlantic framework.
