Stability Pact strenghtens Security Initiative in South Eastern
Europe

Pirker (Austria) chairs the Stability Pact Initiative against
Organized Crime
The
Stability Pact for South Eastern Europe strenghtens its activities
in the Balkans, which is a region of transit, origin and destination
for transnational criminal actvities. The experienced former Member
of the European Parliament and Spokesperson for Security Issues
of the European People’s Party, the Austrian Dr. Hubert
Pirker was appointed to lead the „Stability Pact Intiative
against Organized Crime“ (SPOC) on 3 November 2004 by the
SPOC Board.
The
mandate of the Stability Pact’s Initiative against Organized
Crime (SPOC) is to facilitate dialogue between the international
and regional, legal, academic, donor and law enforcement communities.
The initiative assists joint project formulation regarding capacity
building, public awareness raising and legislative reforms. It
is also involved in political advocacy and assists the SEE region
to formulate strategies against organized crime. “Chairing
SPOC is a challenge because organized crime is seriously undermining
economic and social progress. This can be especially said regarding
European investment in SEE countries. Providing business opportunites
is in the interest of all sides“, says Dr. Pirker who intends
to make full use of his vast experience gained in the international
and European arena. At
a meeting of SPOC Board In Bucharest in early November the new
SPOC-Chairman received a go ahead to proceed implementing the
following goals: promotion of an integrated strategy through close
cooperation of experts, politicians, local authorities and media;
concrete project facilitation through the SPOC Secretariat; focus
on regional priorities instead of duplicating efforts; close cooperation
between the SPOC Secretariat and the SECI Center; drafting an
SEE Police Cooperation Convention and intensifying lobbying in
Brussels, as well as with donors. |
