VIENNA DECLARATION PEER REVIEW

To support SEE Governments in implementing the Vienna Declaration commitments, apeer review mechanism has been established. Signatories as well as non-signatories of the declaration regularly meet to jointly review national Vienna  Declaration Action Matrices (VDAMs), which include benchmarks and indicators to describe reform efforts and measure implementation progress.

MINISTERIAL CONFERENCE ON INFORMAL SETTLEMENTS IN SOUTH EASTERN EUROPE IN VIENNA, 28 SEP – 01 OCT 2004

In the presence of the Special Co-ordinator of the Stability Pact, Dr. Erhard Busek, and UN-Habitat’s Head of Global Division, Mr. Lars Reutersward, government officials from Albania, fYR of Macedonia, Serbia and Montenegro signed the so called "Vienna Declaration" during the first Ministerial Conference on Informal Settlements in South Eastern Europe, which was organised by the Stability Pact, supported by IDM and hosted by the OSCE and the Vienna municipality.
By signing the Vienna Declaration, Ministry representatives from Western Balkan countries reaffirmed their commitment to address the backlog of existing informal settlements and to prevent future informal housing development in South Eastern Europe.

Beyond examining common problems and challenges, conference participants - representing governments, NGOs, practitioners, and academics – attended five working groups, issued a set of recommendations for future action and agreed on the creation of a regional capacity building instrument for housing and urban management.
