As part of its objective to facilitate sustainable economic development underpinned by corresponding social policies, Working Table II (WT II) sought a convergence between its traditional economic development activities and those related to social policy development in South Eastern Europe. Launched at its plenary meeting in Tirana in December 2003, the umbrella theme “Enterprise Development and Employment Generation” aimed to build on, complement and enhance WTII initiatives in areas such as the Investment Compact led by the OECD, the European Charter for Small Enterprises, and the Initiative for Social Cohesion, particularly its programmes relating to employment policy and social dialogue.
Economic growth and political stability cannot be achieved without stimulating entrepreneurial development and employment creation; persistently high unemployment rates and particularly high levels of long-term unemployment are major challenges and a source of instability in South Eastern Europe. Developing a framework for dynamic entrepreneurship and focusing domestic reform programmes on small and medium-sized enterprise development are fundamental to creating healthy and competitive market economies, and thus generating new jobs, exports and economic growth. Also essential is ensuring a labour market that can supply suitably skilled workers, which entails making education and training more responsive to evolving market requirements.
