The Business Advisory Councils
The Business Advisory Councils (BAC) to SECI (launched 1997) and to the Stability Pact (launched 1999) merged in December 2002 to constitute the BAC SEE (Business Advisory Council for South Eastern Europe). It worked closely with the SCSP (Special Coordinator of the Stability Pact for SEE) and targets 8 countries, candidate or candidate-to-be of the European Union (Albania, Bosnia Herzegovina, Bulgaria, Croatia, FYRoMacedonia, Moldova, Montenegro, Romania and Serbia

The Business Advisory Council for South Eastern Europe (BAC SEE) comprises over 40 business people from South Eastern Europe and the international community.   Its role was to advise the Stability Pact initiatives on private sector issues. The BAC meets 4 times per year, in the main cities of the region. Members serve as an outreach to their respective business communities. In addition to regular members, there are also associate members who represent various International Financial Institutions (IFIs), international organizations and initiatives (OECD, BSEC, CEI).

BAC activities are guided by a board comprising 4 individual business persons drawn from the BAC members.

OBJECTIVES

The BAC for South Eastern Europe strives to build viable partnerships between government/administration and the private sector in each country and throughout the region. These partnerships should  enhance efforts in promoting investment, business development, environment and employment.

One of the primary objectives of the BAC is to make South Eastern Europe an attractive place to invest. The BAC does this by identifying specific obstacles to trade, infrastructure and investment and promoting viable strategies for removing them.

The BAC has primary functions:

  • To advise the Stability Pact (and in the future the Regional Co-operation Council)on business matters and to request interventions as appropriate.
  • To liaise with the European Commission, IFIs, international organisations and the wider international community regarding improvements to the business climate in the region.
  • To advise governments and business communities in the region and to ensure an effective follow-up of recommendations.
